How do I add a friend??? I’m new is it the contacts ?

It’s just not clear and I’m brand new, I click on the thing under friends it says save contact so I added a name and clicked save changes do they now have to accept to show up in my list?
Not sure why it doesn’t say add friend, they will accept or decline?

I believe they have to accept the request.
