cold feeling in my veins

this may sound bit odd but has anyone experienced this feeling that there blood is cold ...?like running walter through your body , in different parts , for me mainly legs when im moving around or can sit down and feel so cold , but other day noticed my arms felt cold as i was driving like i had the AC on blasting at my arms , but i didnt ...
all sounds odd i know but just wondered if anyone els had this ...
