Having palpitations when you cry

I was crying earlier and had heart palpitations. Is this normal?

It's hard to define normal. I wouldn't say it's abnormal. If you were crying I'd imagine you were pretty stressed, so that's probably what triggered it rather than the actual physical act of crying.
