Skin, away from home, help

Hi I'm in Thailand on holidays and have developed a rash on my shins. At first I was told it was sand flies but my partner has been bitten by them too and his are all little dots over the backs of his legs. Mine is all down the front of my legs. I'm starting to worry as it has been there a few days now and I am imagining all scenarios like blood issues etc.

Anyone any advice please as panic is setting in. I've attached a pic.

Have you been in a swimming pool? This happened to me and a few other family members back in 2005, some members looked burnt it was that bad, I imagine it was the chlorine or something.
