Belly button pops out?

I was cleaning in my belly button in the shower and pressed down either side of it for some reason, and I noticed as I pushed down it popped out.
So if I push down either side it pops right out (becomes sorta an outtie I guess).
Is this normal ? Also is it normal for it to hurt if I push right in side it? I'm worried I have a hernia.

Pressing into anywhere that has nerve endings can result in pain.
