It is widely accepted that hyperventilation might cause panic attacks. But I seem to experience it other way around - the possible explanation of my panic attacks is hypoventilation. Can I perform the same breathing exercises or they might cause even more severe hypoventilation?

The breathing exercise will always calm your breathing provided you are doing them correctly.

but as far as I understand tha pathology of hypoventilation is because the breathing is too calm.

Hypervertilation is when we breathe too shallowly and gulp air which means that the balance of carbondioxide and oxygen in the lungs goes wrong. To balance it you must breathe calmly and slowly fromt he stomach area - hard if like me you have always breathed wrong - try it - there are a few posts on this website about it. Wenjoy x
