numb feeling in lips, mouth, neck area

I have this numb feeling in lips, mouth, neck area, it's almost constant, not just from breathing to heavey. I actually don't really breath heavy at all. Does anyone have this? and I'm always lightheaded. Not just when i move around, it's always there>
Any one else?
