Accidentally touched sisters blood/ Scared of HIV/AIDS
When I went to use the bathroom I saw on the toilet of what was blood (A very very small spot, as small as one bean) as my younger sister is on her period when I got paper to wipe the Blood it seeped through the paper and probably got on my hand. I have not cuts on my fingers as I can visibly see but can there be a cut that is there that I can not see is there risk of me getting HIV/AIDS please help

Maybe ask your sister to get tested for HIV, just in case?
Or, y'know, if you don't think your younger sister has a sexually transmitted condition, maybe stop being ridiculous.

Even if it doesn’t have a disease can I still get infected

Have a look at your CDC site as this is a common one answered on health sites. It will explain how you can and cannot get HIV.
Don't be afraid to look, it won't tell you what you fear about this scenario.

Personally, I don't believe that to be the case and its a very negative opinion of your sister to think she's that irresponsible.

Terry is right.
