As the title suggests I am confused as to how the site works. In any case I'm testing!
Move this thread to the questions to Admin board (or raise a new one if you don't know how to move this one) and they will get back to you pretty quickly. They bar new people because it stops the spammers but they frequently change access for genuine new members.
