Perhaps it varies depending on your surgery? At mine the max without special 'permission' from your GP is 6mg daily. And I'm not saying it's a particularly good thing but I've met people who take 15+mgs daily with no problems at all getting a prescription. I take 6mgs daily and my psychiatrist says that it's "nothing" compared to many people with the same problems as me...
Having said that, I agree, it's much better not to get into the habit of taking it if you can avoid it. I wish I hadn't, and had managed to take it only when required. The problem is that when I started I was in complete crisis and did REALLY need it.
Propanolol would help, I'm sure, but I and many others wouldn't suggest an SSRI unless it's a last resort, and for me that is WAY after a bit of diazepam.
So, try to cut down when you can I reckon, even though it's easier to just take it. You'll become dependent on it daily after around four or so weeks, so better to avoid that if you can.
Many people also find that when they take it regularly they need more to get any effect, which is a worry, as there is a limit that GPs will prescribe.
