It doesn't look like one to me, and if you haven't been bitten by a tick recently and don't live in an area prone to lyme (which you can look up online) the chances of it being that are really, really slim.
That said, if you do go to a doctor know that lyme in the early stages (which is when the rash shows up) is incredibly easy to treat. Just a round of doxy and you're all good!
