My understanding is that Neil Cross (creator) and Idris Elba were looking at a Luther film but when they discussed plots they felt another TV series was the way to go.
It could go the way of Ripper Street and end up on streaming service first and then on BBC. ( slightly bigger budget )
Neil Cross is still interested in a Luther movie at some point.
