It is fine to send PM's but up to the person whether they want to reply or not of course.

I think there is an option to switch PMs off, so if a member didn't want to receive PMs, they have that choice. Or, as Nicola says, they don't have to reply.
I'm not sure whether you'd be notified that a member is not receiving PMs though.

I mostly send erotic PMs and I've not yet been banned.
