When I had that feeling, it was acid reflux.

Interesting I've a actually wondered this myself stumbled accross silent reflux have no other symptoms however used to have heartbearn frequently.
Try taking an antacid and see if it goes away.

I had exactly the same thing last week - as you say feeling like there was phlegm stuck in my windpipe and constantly clearing my throat and trying to cough it up for a couple days. Like AntsyVee I put it down to acid reflux (which I suffer from when I'm stressed) churned up by anxiety. When I had calmed down a bit the sensation went away.
Hard not to get anxious in the current nonsensical climate of fear. Silent reflux can also sneak up on you and whilst you don't experience the burning it is nevertheless irritating your oesophagus and can make you cough. If you suffer from hayfever too it can make you feel 'congested' and produce phlegm.
